Also doubles as the verification PR for #204: confirms Policy preflight + all 3 manifest checks (code-linter, python-quality, slop-review) run and pass on a real pull_request event now that the trusted policy is activated and CI_SCOPE_POLICY_* secrets are set.

Follow-up to #204: documents the new unified CI Scope job in CONTRIBUTING.md, and serves as the verification PR (trusted policy + CI_SCOPE_POLICY_* secrets were only wired up after #204 merged).
