Adds moddex.tv badges to Twitch chat.
One setting decides whether it holds a WebSocket so a badge someone puts on or
takes off appears without a reload, or reads the list once at start-up. No
external scripts: it talks to api.moddex.tv and wss://ws.moddex.tv and nothing
else.
This replaces Modchecker, my old project, whose add-on I am asking to remove
in #385.
