chore(config): remove dead DM.Config.RATIO_FORCE_BALANCING field - #74

Le champ n'etait lu par aucun calcul : le ratio Force Balancing reel vient exclusivement du segment 6 de la nomenclature de chaque region (region.ratioFB). Code deja documente comme retire dans DM_Config.md depuis la session du 2026-03-17, jamais applique au code reel. Closes #73 Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>

… le code actuel Premier commit du fichier (jamais versionne jusqu'ici). Corrige les ecarts accumules depuis sa redaction initiale : compteurs de lignes et bornes de classes obsoletes, evenement S_EVENT_BIRTH absent du tableau de la section 3.1, mention [all][air] perimee (PR #63), RATIO_FORCE_BALANCING encore liste alors que retire par PR #74, table DM.Config incomplete (DESIGNATED_PLAYER_NAME, PREFIX_*, BEEP_*, etc.), fichier gabarit templates/DynamicMission_Config.lua non documente (PR #71). Ajoute les sections 5.3 (restriction menu F10) et 5.4 (config gabarit) ; corrige la section 7 (README remis en coherence par PR #38, DM_Config.md avait raison sur RATIO_FORCE_BALANCING).
