feat(web): let servers reserve less than their limits (Burstable QoS) - #815
The create wizard and the Resources tab always write requests equal to limits (Guaranteed QoS). Every server then reserves its whole CPU and memory, so on a small cluster the scheduler stops placing servers long before the nodes are actually busy. The operator already applies spec.resources as given; only the dashboard forced the equality.
Add a "Reserve less than the limit" switch, off by default so nothing changes for existing users:
Off: the CPU and memory fields set requests and limits together, as before.
On: those fields are the limits, and two new "Reserved CPU" and "Reserved memory" fields set the requests, from 0 (reserve nothing) up to the limit. Lowering a limit below its reservation pulls the reservation down with it, since Kubernetes rejects a request above its limit.
The Resources tab opens with the switch on when a server's saved requests already sit below its limits, and switching it off puts the requests back on the limits. The wizard's review step lists the reservations when the switch is on.
ResourceInput gains an optional label prop so a form can hold two inputs of the same kind with distinct accessible names, and lib/quantity gains cpuQuantityCores/memQuantityBytes to compare quantities written in different forms ("2" vs "2000m").
i18n: new strings extracted to the English pack (the extractor also moved condition.tunnelready.invalidtailscaletags to its sorted place) and translated in the French pack, stamped with i18n-check --stamp.

New Features
Create-server and resource settings now let you reserve less CPU or memory than the configured limits, with reservation values shown during review.
Added guidance on resource reservations, workload QoS, and memory pressure.
Accessibility
Resource controls can now use descriptive labels for their sliders and input fields.

The create-server wizard and resource settings now support CPU and memory reservations below configured limits. The changes add quantity conversion helpers, accessible labels for resource inputs, tests, and English and French localization strings. The English invalid-Tailscale-tag message is also relocated.
ResourceInput accepts an optional accessible label. CPU and memory quantity helpers convert values to cores and bytes, with tests for equivalent units and invalid inputs.
The wizard adds an opt-in reserve-less setting. When enabled, it submits separate requests and limits, validates request values, clamps requests when limits decrease, and shows reservations in review. Tests cover submission and limit changes.

CodeRabbit (PR GameplanePanel#815): with the reserve-less switch on, every edit wrote
both the requests and the limits in full, from the values the fields
display. A server saved with a CPU request but no CPU limit shows the
request as its limit, so editing only the memory reservation wrote that
fallback as limits.cpu and suddenly capped the CPU.
Each control now writes only the value it owns: a reservation edit sets
that request alone, a limit edit sets that limit and lowers a saved
request only when it sits above the new limit, and switching the
reservation off copies the saved limits onto the requests, leaving a
resource without a limit as it was. The reserved sliders are capped by a
saved limit only. The section and its handlers gain doc comments.

CodeRabbit (PR GameplanePanel#815) asked for the spec update that goes with the
reserve-less switch, and its pre-merge check flagged docstring coverage
on the touched functions. web/specs.md now describes the switch in the
create wizard's Configure and Review steps and in the Resources settings
section, and buildCreateBody, Configure and Review gain doc comments.

I did a quick check before a full review. This PR changes the dashboard UI (the create wizard and the Resources settings tab), but design.pen wasn't updated. Our rule is design first: UI changes go into design.pen before the React code.
You can open design.pen in Pencil and let claude or other AI make the edit. Then export every screen you touched:
assets/design-export/json/<id>.json
assets/design-export/screenshots/<id>.png
Please commit those in this PR too. Also, CI hasn't run yet because this PR comes from a fork; I'll approve the workflow run.
…ep 3
Design-first step for PR GameplanePanel#815. design.pen now shows the "Reserve less
than the limit" switch the branch adds to the dashboard:
- Server settings, Resources (E0ypH): a row under CPU cores and Memory
with a Gameplane/Switch/Off instance and the help text from
Resources.tsx. The new variant NqaaU, to its right, shows the switch
on: the CPU and memory hints read "Limit: ...", and the Reserved CPU
and Reserved memory (GiB) rows appear, built like the CPU and memory
rows (slider, number, unit).
- Create Server step 3 Configure (vUqMl): the switch with its label and
helper under the CPU / Memory pair. The new variant NLu2I shows it on,
with a Reserved CPU / Reserved memory row built like the CPU / Memory
pair.
Rows 07 and 23 grew, so the rows below moved down (163px, then a further
100px) and the committed JSON exports of the moved nodes get their new
root y. The four frames are exported to JSON and 2x PNG and the change
is recorded in MANIFEST.md. No reusable component changed.

I didn't knew Pencil, so I let Claude handle everything and he seems to have done a good job, here is the output :
The design-first step is in 5b5e5da (design: commit on this branch).
design.pen
Server settings · Resources (E0ypH): a "Reserve less than the limit" row under CPU cores and Memory (GiB), with the help text from Resources.tsx. It reuses the Lifecycle "Auto-restart" row layout and the Gameplane/Switch/Off component.
Resources, switch on (NqaaU, new variant to the right): Gameplane/Switch/On. The CPU and memory hints read "Limit: …". The "Reserved CPU" and "Reserved memory (GiB)" rows are built like the CPU and memory rows (slider, number, unit).
Create Server · Step 3 Configure (vUqMl): the switch, its label and the helper under the CPU / Memory pair.
Step 3, switch on (NLu2I, new variant to the right): a "Reserved CPU" / "Reserved memory" row built like the CPU / Memory pair.
No reusable component changed. check-layout.js reports NO ISSUES. pen-componentize finds nothing new; the two findings it lists on step 3 (the CodeBlockWrap that looks like Gameplane/YAML Block, and the hand-built "Node placement" segmented control) were there before this change and are left as they were.
Exports: JSON (Get depth 80, no elisions) and 2x PNG for the four frames, plus an entry in assets/design-export/MANIFEST.md. Rows 07 and 23 grew, so the rows below moved down. Only the root y of the 141 moved exports was patched; their PNGs are unchanged.
Brings in PR GameplanePanel#815 (reserve less than the limit), which also changed
design.pen and the design export manifest.
- design.pen: never hand-merged. Taken from master, then the wake on
connect design was re-applied with Pencil: the "Wake On Connect
Section" in Lifecycle (i1bLR, now at y 46130 after GameplanePanel#815 moved the rows)
and the "Wake on connect unavailable" variant to its right. Pencil
gave the new nodes new ids, so the variant is now A8vGwM (was paiCe)
and its JSON and PNG exports were renamed. i1bLR is re-exported;
against master it only gains the new section.
- MANIFEST.md: both sections kept, GameplanePanel#815's first; the wake on connect
section names the new ids and records the re-application.
check-layout.js: NO ISSUES. npx tsc --noEmit and go build ./... (api)
pass; npm run i18n:extract leaves the English pack unchanged.
