go.work (go 1.27.3), the CI default Go version and the Dockerfiles are already on Go 1.27 since 0139ddd. The module go.mod files still declare go 1.26.0, and a few docs still say "Go 1.26+".
This PR:
raises the go directive in all 17 module go.mod files (including tunnel/frpc) from 1.26.0 to 1.27.0; go mod tidy only regrouped require blocks, and no dependency versions changed;
updates README.md and the per-module specs.md "current state" lines from Go 1.26 to 1.27.
These were left unchanged on purpose: hack/ test fixtures and test/e2e/testdata, specs/** and CHANGELOG.md (historical records), .specify/memory/constitution.md (governance, needs a separate sign-off), and the Tailscale Go minimum in docs/tailscale-forwarding-integration.md (an upstream requirement).
Context: Dependabot #806 (cosign v3.1.4 requires Go 1.27) failed only because its base predates the go.work bump. That needs a rebase, not this PR.
Verification
go build ./... passes locally for every go.work module on go1.27.3. Tests and lint run in CI.
go.work, the CI default and the Dockerfiles already use Go 1.27.
Raise the go directive in every module go.mod from 1.26.0 to
1.27.0 and update docs that still say Go 1.26+, so the declared
minimum matches the toolchain the workspace builds with.

Walkthrough
The repository’s Go version requirement changes from 1.26 to 1.27. Module directives and documentation are updated, with dependency declarations reorganized in several modules.
Module Go directives change to 1.27.0. Dependency declarations are consolidated or reorganized in agent, api, gp-module, and operator; local replacement paths remain unchanged.

Update the constitution Go baseline to 1.27.
The README now requires Go 1.27+, but the normative constitution still requires Go 1.26 across the go.work modules. This gives contributors conflicting version requirements. Update the constitution to match the active Go 1.27 workspace.

Update the normative constitution’s Go baseline across the go.work modules from
1.26 to 1.27 so it matches the README’s “Requires” version; leave other
