GNSS projects require
gfzrnxcommand line tools, which askslibnslandlibxcrypt-coampatinstalled : https://github.com/GeoNet/gloria/blob/main/gloria-ng-worker.Dockerfile#L30This resulted in GNSS applications cannot built with Ko, can only be using reusable-docker-build.
However, the image built by reusable-docker-build is not acceptable by Lambda engine GeoNet/Actions#265, also adding new flags in bypassing this issue being rejected (not sure anyone convinced...).
With this PR change to add the two libraries into Fedora image, we can use Ko to build images which make life easier.
