Lockstep with guard-core 4.4.0. Version moves in build.gradle.kts, GuardCoreEngine.VERSION, GuardCore.info and the docs, and the CHANGELOG gets the 4.4.0 section for everything merged since v4.3.3.

I am bumping guard-core-jvm to 4.4.0 in lockstep with guard-core 4.4.0 (build.gradle.kts, GuardCoreEngine.VERSION, GuardCore.info, README, AGENTS.md and docs) and turning the Unreleased CHANGELOG section into 4.4.0. The section now covers the empty global whitelist fix (#57), the IP list precedence and client IP parity guard tests, the scan budget, the semantic header exclusion, the Cookie pair scan and the passive-mode reason (#53), the dynamic rules overlay (#55) and the agent telemetry fixes (#48).
Gates run locally:
./gradlew spotlessApply detekt(exit 0),./gradlew build --no-daemon(exit 0),./gradlew :guard-core-conformance:fullCorpusGate(exit 0). I am not tagging or releasing.
