release: v1.1.0 on the guard-core-go v4.4.0 floor

I need to raise the engine floor to guard-core-go v4.4.0 (published) and cut v1.1.0 so the full engine config surface, the exclusion and client-identity changes and the autoban mapping already on master ship on the 4.4.0 engine. The nethttp-guard requirement moves to the new nethttp-guard tag once that is released.
