closes #790 - Adds a pure race-gate policy (P0-only, stall-triggered, metered and low-battery vetoes, hourly cap) behind VITE_MULTIPATH_RACE, not yet wired to any send path. Dedup and the racing executor are still open.
closes #802 - Adds a print-only stylesheet in App.css (A4, light theme, nav hidden, opt-in card break avoidance). No Print button or RTL/PDF/map work yet.
