Do not tell release work to keep all csproj versions in sync: the core is currently 1.1.0, while Hosihikari.Plugin.Build and Hosihikari.Testing are independently versioned at 1.0.0, and the release workflow deliberately publishes those packages together while validating only the core package against the release tag. This instruction can cause future agents to bump unrelated author packages on every core release; specify that only tooth.json, the core csproj, and the core's dependency ranges must be coordinated, while each auxiliary package retains its own version.
