Coastal lookahead now requires a numeric water route to the onward target or a forward regional exit, so a closed bay head cannot become an isolated goal. Ordinary coastal shape advances retain the checked plan; exhausted paths wait for renewal instead of chaining tangents or falling back to an offshore goal.

Validation: 32 routing tests pass, including closed bays, recorded Shenhu geometry, slow/failed/empty renewal, port arrival, passage gates and unknown terrain. A replay of the captured Shenhu numeric grid selects an exit around the headland with at least 2 m clearance.
