A failed GEBCO baseline download can hold the voyage even when a smaller surrounding region has verified cached data. Retry once with a 6 km region, retaining the existing numeric depth and mapped-land checks; missing data still holds thrust.
Validation: 29 coastal navigation and outage tests pass. LIVE resumed in the same Gazebo world using a checksum-verified GEBCO 2026 cache subset.
