Always submit GitHub reviews with event COMMENT, including blocker and positive verdicts. Review and quality tasks cannot reach the guarded push path even if ALLOW_PUSH and a permissive push policy are present. Preserve inline findings and explicit-post gates. Validation: review payload, publication and forbidden-push regression tests.

Review verdicts could publish APPROVE or REQUEST_CHANGES, exceeding the comment-only authority of review automation. Always submit COMMENT reviews and reject branch pushes for review/quality tasks even when push settings are enabled.
Validation: 29 targeted publisher tests pass; the code review gate approved the change.
