The committed-range pre-push patch gate and the read-only PR review agent were registered from the same large step module. This mixed mutation approval with review-agent prompt and rendering control flow.
Move
review.patch_gateinto its own module while keeping its exact committed base/head capture, trigger evaluation, verdict, and approved-head state. The review agent remains insteps.py; package initialization registers both handlers explicitly. Update the architecture SPEC and the one test that monkeypatches the gate reviewer.Validation: complete local Copilot suite; focused PR-step/review/ensemble/render tests; strict SPEC freshness;
