Adding this directory makes the existing test/test_kb_init_pilot_jiuwenswarm.py:23 fail because it still asserts that knowledge/repos/jiuwenswarm does not exist. Running that test against this commit produces an assertion failure, so update or retire the empty-KB expectation in the same change to avoid leaving the test suite red.

When Direct selects protocols, a2ui, agent-server-runtime, or any other owner sharing architecture.md, it reports this map as ok, but the embedded content contains only the first owner's gateway signals and files. For example, an E2A change returns a gateway-only map; because the host is required to consume the compact map and stop navigation, the relevant protocol sources never reach the reviewer. Union the inputs for all owners targeting this page or give each owner a distinct mapped page.

For a description-unrouted change under jiuwenswarm/server/runtime/a2ui/, the prefix here and the A2UI prefix both match, so Direct returns both a2ui and agent-server-runtime, consuming two of its three route slots and potentially displacing another real owner. The gateway/protocol, web/A2UI, docs/AutoHarness, and tests/A2UI pairs have the same problem; narrow the catch-all prefixes or enforce most-specific-only matching.

When a Team session-switch or SwarmFlow lifecycle change routes to JIUWENSW-I11, the rule contains only a TUI exit/pause case and a generic no-auto-resume statement; it never describes the local-versus-distributed distinction or trigger-source behavior promised by its heading, nor how to validate them. This appears truncated and leaves the routed rule non-executable, so restore the omitted cases and acceptance criteria or remove the unsupported rule.

At the pinned f0a69728c96b snapshot, this commit's own dropped-rule audit records that .gitcode/workflows does not exist, yet this sentence says it is the repository's actual CI location and the preceding table directs reviewers there. Any CI-focused review will therefore inspect an absent tree instead of the real configuration; replace this with a verified live path or explicitly state that no workflow directory was found.
