Block when the generator is globally unavailable
When ModelUnavailable reflects a backend-wide failure such as a missing CLI, expired login, rejected subscription billing, or provider outage, every owner call reaches this handler and the stage continues as though each component merely returned a bad draft. After all calls fail, _conclude() can mark the run empty (or publish unrelated deterministic changes), and _chain() accepts an empty knowledge stage as completed, so the CLI reports success while producing no requested knowledge. Preserve per-component recovery for malformed replies, but propagate or otherwise block after a generator-wide/all-owner outage.

Existing repositories need to enrich explanatory knowledge without recreating local skeleton/modules records. Init now supports an explicit merged-knowledge baseline, reads relevant project and partial maintainer docs alongside pinned source, and extracts architecture, API, configuration, design tradeoffs, feature relationships, and validation entry points.

It adds 29 host source-checked sections in five owner pages: Web, AgentServer runtime, code harness, common contracts, and the bundled daily-report skill. The final run accounts for $49.50 in fixed judge units ($55.50 across attempts, within the configured $60 ceiling); subscription fees and native transport USD are unreported. Revalidation reused all 120 original replies with exact role and system/prompt SHA-256 matching, requiring no additional model calls.
