When a knowledge run has already been published, this new partial-mode branch is unreachable because the method returns at line 140, while _input_options() does not include foundation_mode; strict and partial invocations therefore compute the same input digest. After publishing a partial foundation, rerunning the default strict command in the same state silently returns the partial record as a successful published result instead of rejecting the mode change. Include the mode in the input identity or compare it before the published-record shortcut.

基础知识批次完成全部初始任务后，六维中的真实未知项会阻止进入深化。本变更增加显式
--foundation-mode partial：只发布已有源码引用及原生独立评审认可的内容，保留未知项、修正次数和原始生成身份，并绑定发布收据。默认严格模式保持原行为；后续深化仍须满足全部功能认可、七维各超过 90% 和生产文件覆盖目标。部分发布使用有界 PR 描述，完整模型轨迹和诊断保留在 Git 外。已准备发布的恢复通过官方 API 仅更新描述，保持文件、基线、分支和提交身份。覆盖工具区分结构覆盖与六维基础完整度，深化、组装和审计共同验证真实已合并的基础发布收据。
验证：新增恢复、描述大小、模式隔离、收据/源码/计数篡改和分片完成状态回归；原生基础回归 78 项、覆盖/深度回归 68 项、接口/组合回归 119 项通过。独立评审覆盖原实现 27 个不同案例及最终描述修复 7 个案例，均通过。最终提交的完整 CI 单独执行。
