What does this PR do?
Adds pyproject.toml (package metadata, dependencies, CLI entry point) and LICENSE (MIT). Enables pip install docling-pk once merged alongside the other pending module PRs.
Which module(s) does it touch?
pyproject.toml, LICENSE (both new).
How did you test it?
Not yet installable end to end, blocked on preprocessor/ocr/extractor merging first. Will verify with pip install -e . in a clean venv once those land, per the Week 5 spec.
Edge cases handled:
N/A, packaging config.
