What does this PR do?
Final evaluation pass: added CI (3.9–3.12 matrix, 90% coverage gate), full test coverage for auditor/cli/report/loader/renderer, real-scale performance fixes for near_duplicates and language_contamination, cleaned up misplaced/generated files, and refreshed the sample audit report.
