Adds the build and release workflow, laid out like InfiArtt/accessify-play's:

  • Every push and pull request: run the tests (Python 3.13, NVDA and wx stubbed, so they run on Linux) and build codeCompass-<version>.nvda-addon as an artifact.
  • Release: only on a push to main whose addon_version in buildVars.py has no tag yet. The notes are that version's ## Version X.Y.Z section of CHANGELOG.md, plus the package's SHA256. An existing release is never replaced.

Differences from accessify-play: build.py instead of SCons (it writes the manifest, compiles the translations and docs, and packages the add-on), and Python 3.13, which NVDA 2026 uses.

Merging this publishes Code Compass 0.4.0 as the first release, because v0.4.0 has no tag yet. This pull request's own run builds and tests but publishes nothing.

Runs the tests on every push and pull request, builds the .nvda-addon,
and publishes a GitHub Release when main gets an addon_version that has
no tag yet, with that version's CHANGELOG.md section and the package's
SHA256 as release notes. Same layout as InfiArtt/accessify-play.

The test wrote cp1252 bytes and relied on the machine's ANSI code page
being cp1252, which holds on Western Windows but not on the Linux CI
runner, where the locale's encoding is UTF-8.
