docs: add an English practice file - #4

samples/latihan.py, which the README and the English announcements point to, has Indonesian names and comments. samples/practice.py is the same walk-through in English (calculate_total, Shop, add_item...), and the README and the English guide now point to it, with latihan.py named as the Indonesian version. samples/latihan.py, which the README tells people to open, is all Indonesian (names and comments). This addssamples/practice.py, the same walk-through in English:calculate_total,format_money,Shop.add_item,find, a to-do and a fixme note, and a line to uncomment for a run error. It has no problems, runs with control+F5, and gives parameter hints, the outline and F12 targets like the Indonesian one.The README's getting-started step and the English guide's reload example now use
