feat(protocols): bind FRAD's and GRE's standard registry values #2649
Follow-up from #2627. Each of these two classes' __index__ names a standard registry value that no dispatch table binds:
FRAD: LinkType.FRELAY (107)
GRE: TransType.GRE (IP protocol 47)
The reachability test lists FRAD and GRE as unbound. Binding them changes parse output from Raw to the dissector for captures that carry them, so it is kept out of #2627.
Plan:
Bind LinkType.FRELAY to FRAD and TransType.GRE to GRE in their registries.
Confirm with a capture differential that only frames carrying those values change, and that each now parses through the dissector.
Drop the two entries from the reachability test's unbound list.
Netlink keeps ARPHRD.NETLINK, per the owner's (b) on #2627, so it is not part of this issue.
Blocked on #2627's PR, which writes the __index__ values this binds. This unblocks when that PR merges.
