Phone polish: no overlapping words, calmer cards, one-row chat controls (2.8.1)

A pass over every phone view at 360-412px for text sitting on other text,
text cut through the middle, and furniture that pushed content off the
first screen.

• The quota chip covered the Sessions title and pushed Routines/Claims
  off the Tasks header; it is now a slim line of its own under the title.
• A card's preview showed the agent's own prompt box, status line and key
  hints and cut its last line in half. On a phone it drops that chrome
  (paneSummary) and shows the last three whole lines of real output.
• Card titles end in an ellipsis instead of running into the status
  badge; machine, uptime and wrap chips leave the phone card.
• Menus close on a tap outside, on Escape and on navigation, and only one
  is open at a time; before, More and the Sessions menu stacked on each
  other and stayed open on the next view. The Sessions menu is a bottom
  sheet whose button still closes it.
• Chat: the view and session controls share one row with short labels,
  the composer label is for screen readers only, tool rows keep their
  name and drop the leading cd <project> &&.
• Selects and short fields no longer clip their text; the Tasks column,
  project picker and Overview panes use the full width; page titles drop
  the sentence describing themselves.

Tested: frontend unit tests 438/438; 512 phone-relevant e2e tests in the isolated runner; Go tests in the isolated runner; verify 7/7 against the live deploy.
