Migrate /healthchecks to NodeJS

/healthchecks API endpoint is currently developed using Flask. The aim of the ticket is to migrate this to NodeJS

At the current stance, the health check endpoint will be more of a ping endpoint rather than something represent the health of the system. I will make a ticket to indicate the health of the application once we have more logic
