Adds a report.enabled flag (default true) to pr_management config and skips scheduling the daily_report task when it's off. Production config turns it off; /nathan pr_report still DMs the report on demand. Turns off the weekday 09:30 PR report posted to #prs. The code stays in place behind a config flag.
