Merge the next upstream OpenCode release into v2, directly to v2.1.3 (release commit 37d9737). This includes v2.1.2 (c600cdd) and moves Bun from 1.4.2 to 1.4.4, which should fix the Windows module loader crash in packages/util.

v2 has v2.1.1 (#15401).

Worktree: sync-v2-1-3.
