Bumps the workspace version from 0.3.0 to 0.4.0. That covers all crates and
pypasteur, whose version comes from the workspace. Also updatesCargo.lockand moves the Unreleased changelog entries under## 0.4.0.This is a minor bump, not a patch, because #2 and #3 change the library API:
