Gauges don't have configuration screen

Upon opening a standard factory gauge, you are greeted with this UI if no filter is set

Currently you can only set fluid gauges by having a bucket of the fluid and right clicking, which can be cumbersome if that fluidstack doesn't have a bucket/fluid container item, so having this menu which can be compatible with EMI/JEI drag would mirror parity behaviors

I already knew about this, but though this wasn't crucial in first release. I will try to add it asap
