Package Shelves don't bundle orders of only fluid packages

Package shelves will only extract packages from the connected container if the order is either only item packages or item and fluid packages. The shelf will not bundle orders of only fluid packages.

This seems to only apply to orders made by gauges, shelves seem to work fine if the order came from the player via a stock ticker.
