Adopt the current canonical safe template-sync workflow from repo-template 7442f035d7748e97934947e31692c0270ffcac62 (2.0.9), following the initial safe-workflow rollout. The shared parser accepts explicit bullet, table and bold project IDs while refusing missing, unsafe or ambiguous IDs.
Only template-sync.yml changes; it is byte-identical to canonical. Permissions, project records, local instructions and application files are preserved. Shared validation: 73 local tests and Ubuntu CI passed; Codex review completed clean at LPFchan/repo-template#9 . Target CI and fresh review must complete before merge.
