[fix] Make analytics migrations compatible with supported PostgreSQL #1702

Description:
The required Prisma migration unconditionally creates TimescaleDB, but docker-compose and CI provision stock PostgreSQL. The promised live analytics fallback cannot help because migrate deploy fails before the app starts.
Acceptance Criteria:
- Make a documented supported fresh deployment succeed with the database image supplied by Compose and CI, either by provisioning TimescaleDB or making analytics setup optional.
- Run prisma migrate deploy from an empty database in CI and verify analytics behavior in the supported extension-present/extension-absent configurations.
Notes:
Source trace: the mandatory migration executes CREATE EXTENSION timescaledb; docker-compose.yml provisions postgres:16-alpine.
Audited commit: 649b6976a100fd964ce191428eef1faeb50aaa39. Closest prior issues reviewed: #1480, #890. This report concerns the specific failure or uncovered test paths described above, rather than repeating the original feature request.
