feat(frontend): display count badge next to Paused tab in dashboard navigation

Description

Displays a compact count pill badge next to the "Paused" tab in the dashboard sidebar navigation (frontend/src/components/dashboard/dashboard-view.tsx) whenever one or more outgoing or incoming streams are paused, and hides the badge when pausedCount === 0.

Changes Made

• Computed memoized pausedCount across snapshot.outgoingStreams and snapshot.incomingStreams in frontend/src/components/dashboard/dashboard-view.tsx.
• Rendered a compact pill badge (data-testid="paused-tab-badge") next to the "Paused" sidebar tab label when pausedCount > 0 with light/dark theme styling (bg-amber-500/15 text-amber-600 dark:bg-amber-500/20 dark:text-amber-400) and an accessible aria-label.
• Added unit tests in frontend/src/components/dashboard/dashboard-view.test.tsx verifying that the badge is hidden when zero streams are paused and displays the exact count when paused streams exist.
