Superseded by the dependency batch on development, which took these further than this PR proposes: apprise 1.13.0, charset-normalizer 3.5.1, tzlocal 5.4.4, vcrpy >=8.3.0, ruff 0.16.4 (with the pre-commit pin moved to match and the hook id updated to ruff-check), the FontAwesome group to 7.3.1 / react-fontawesome 3.5.0, and actions/setup-node to v7. Verified together rather than one at a time: full backend suite, ruff under the new pin, and a clean npm ci + frontend build.
