Microsoft.Build 18.10 ships net11.0 and net472 builds only. On net10.0 NuGet falls back to the .NET Framework build and NU1701 fails the restore, which is what broke this dotnet monorepo update. Nothing in the code uses Microsoft.Build or Microsoft.Build.Tasks.Core directly. Microsoft.Build was only lifting System.Configuration.ConfigurationManager above the 6.0.1 floor that Microsoft.TeamFoundationServer.Client sets, below what Microsoft.Data.SqlClient needs. That package is now referenced directly at 10.0.12, in step with the rest of the dotnet monorepo group. Removing Microsoft.Build.Tasks.Core also clears the six "doesn't support net10.0" warnings it has emitted since 18.10.1. The vulnerable-package scan is clean on all four projects, and dotnet ef still works on both migration projects.
