docs: publish readiness evidence and reviewer gates

Summary

• record the remediation ledger and static-site dependency boundary
• synchronize checksummed OpenAPI, contract spec, binding, deployment, and lifecycle artifacts
• publish deployment/capability truth, reviewer/contributor quickstart, search, and repository governance
• curate the contracts Wave backlog and prepare evidence, application-blocker, operations, and repository-gate decision records for Phases 37-43

Validation

• markdown lint, local links, generated-reference integrity, content, consistency, production audit, static build, search, Mermaid, code-block, and navigation smoke checks passed locally
• immutable contract evidence links returned HTTP 200 while logged out
• the required docs CI check passes on the current head

Remaining external gates

Gate D remains open until the backend and frontend are deployed and an independent reviewer completes the browser and CLI exact-payment paths. Gate E remains open pending protected merges, accountable maintainer availability, independent evidence review, KYC/App actions, and a current open Stellar Wave. The public docs host must expose the reviewed immutable source commit.
