服务重启后需要恢复插件的确切历史版本、激活状态及撤销记录，才能继续解析已固定版本的任务。本 PR 将已有目录实现接入数据库与启动流程；宿主状态只在目录事务成功提交后发布，存储结果不明或刷新失败时暂停使用，直到重新读取并验证持久状态。
变更范围
本阶段提供内部能力，不注册公开管理/转发路由，不执行 JS 或真实 provider 请求，不修改计费、额度或结算规则。独立 CI 清理另行交付。
升级与边界
新增 task_plugin_catalog_heads、task_plugin_versions 两张表，应一致备份。损坏或不完整目录会阻止启动；副本等待表结构最多 10 分钟。跨节点变更需显式 Refresh，尚无即时撤销传播。旧草稿节点不能读取新存储封装，混合版本期间应暂停插件安装/写入；回退前核查格式兼容，不删除历史版本或改摘要绕过校验。
首次运行时接入前，服务层须以有期限的独立上下文 Refresh，再开放 Bind/Resolve；HTTP 客户端取消须与共享刷新隔离，并验证取消/瞬时失败/恢复/撤销。这是后续集成门槛，本 PR 尚无请求入口。

复用既有 MAX-API 目录实现并适配 PR #65 的 Retain，共11个文件；保留现有许可/版权，无新增依赖或上游源码移植。后续于 PR #64 的目录工作。按用户确认关闭了零文件、方向为 main → cscitech 的 #67，本 PR 才是目录功能到 main 的交付。
