Groups tab tables refactor

Proposed Changes

Refactored the Groups tab students and groups table from react-table v6 to v8.

• Replaced v6 column APIs (Filter, filterMethod, filterOptions, sortMethod, filtered) with v8 equivalents (meta.filterVariant, filterFn, sortingFn, columnFilters)
• Converted Assigned / Valid / Extension select filters to I18n label accessors with filterFn: "equals" so they work with the faceted v8 SelectFilter
• Updated groups_manager tests for the new table UI (extension select filters, _id mocks)

@danielrafailov1 nice work, my only comment is to increase the width of the GroupsTable "extension" column (and you can decrease the width of the "valid" column to compensate). The full filter text should display on a reasonably-sized window.
