[Medium risk] Updates OFED driver version in example configs and release manifest.

The PR should not merge until the driver-tag validation target can handle the new version.

Findings

  1. P1 Driver tag check breaks ▶

Summary

Updates the DOCA driver version in seven example NicClusterPolicy resources and in the standard and STIG/FIPS release defaults.

P1 Driver tag check breaks

With this doca3.3.4 version, make check-doca-drivers no longer finds the release manifest. Its version extraction in Makefile only strips a DOCA prefix when the patch version is .0, so it requests doca3.3.4.yaml instead of 26.01.yaml. The target fails before it can validate either driver image. Update the manifest-version extraction to support this tag format.
