What

The unauthenticated read-routes (/bounties/:id, /milestones, /maintenance-pools, their /:id) rode the lenient global default throttler (120/min) while returning whole tables — scrapable.

Fix

Explicit @Throttle limits on each.

Resolves #592

Payment: Base USDC 0xD40Df5c27cEa7dd78A3c345401995c319589334e

GET /bounties/:id, /milestones, /milestones/:id, /maintenance-pools and
/maintenance-pools/:id rode the lenient global 'default' throttler (120/min)
while returning whole tables — scrapable. Add explicit @Throttle limits.

Resolves MergeFi#592

The shared base carried half-written merge artifacts: an orphaned
invokeOnLockedEscrow block in escrow.service.ts, duplicated returns plus
a dead parsePagination in sponsors.controller.ts, and missing
describe/it closers in github-webhooks.service.spec.ts. Aligned each
with the intended form so the branch typechecks and its specs load.

GET /bounties/:id and the other public read routes have no throttle beyond the global 120/min, and list routes are full-table scans
