The contributor who claimed a bounty sees 'This bounty has already been claimed' with no next steps #699
Description
Problem
When status === 'claimed', ClaimButton shows "This bounty has already been claimed" / "Claimed by: …" to everyone, including the claimant (after the 5 s success notice expires, or on any later visit). The person doing the work gets wording meant for losers of the race, and no "Open a pull request that says Fixes #N" guidance.
Suggested fix
Compare bounty.claimedById with user.id and render a "You're working on this" state with PR instructions.
