What

Adds Neuronto Payments as a facilitator so its on-chain x402 settlements are indexed and attributed.

Why

Neuronto Payments runs a self-hosted x402 facilitator at https://pay.neuronto.com (x402 v1 and v2, exact scheme) that settles USDC on Base via EIP-3009 transferWithAuthorization. Its settlement signer 0xb648c75bc8303062bd4a6311808827e08a52c61d, published under signers at https://pay.neuronto.com/supported, isn't in the registry, so its settlements currently aren't attributed to any facilitator.

Details

• New entry packages/external/facilitators/src/facilitators/neuronto.ts (modeled on obol.ts): id: neuronto, config url: https://pay.neuronto.com, Base/USDC address 0xb648c75bc8303062bd4a6311808827e08a52c61d, dateOfFirstTransaction: 2026-09-15 (the signer's first on-chain transaction, so the backfill captures all of them).
• Registered in facilitators/index.ts and lists/all.ts.
• Logo added at apps/scan/public/neuronto.png (512x512).
• Unique id + address, so it passes validateUniqueFacilitators.

It can be checked end to end without spending anything: GET https://pay.neuronto.com/echo answers a 402 for $0.001 USDC on Base and refunds the payment in the same request.

The facilitator also serves a Bazaar-style GET /discovery/resources. We left discoveryConfig out to keep this to attribution and are glad to add it, or to adjust the color, docsUrl or name.
