Adds a small, self-contained
InvestmentAPImodule (src/investments/) covering all four assigned issues:test/e2e/investments-controller.integration.spec.tsexercises create/list/get, 400 validation, 404 and 429 over HTTP.CacheService(getOrSetLegacy) under theinvestmentstag; creating an investment invalidates the tag.InvestmentRateLimitGuard, a simple per-IP fixed-window limiter (30 req/min) that returns429 Too Many Requests.@ApiTags,@ApiOperation,@ApiResponseand@ApiPropertyon the controller and DTOs, plusdocs/api/investments.md.InvestmentsModuleis registered inAppModule.Closes #1396
