docs(readme): tech stack as icon tiles instead of text badges - #24

The stack row becomes skillicons.dev tiles (Next.js, React, TypeScript, Tailwind CSS, Node.js, PostgreSQL, Vercel, GitHub Actions, Vitest, pnpm), each linked and titled. skillicons has no Cloudinary, Gemini or Neon icon, so docs/icons/ adds tiles in the same dark style with each brand's Simple Icons logo (CC0). The live, CI and license badges stay as status badges.
