ADR 2: a manual rebalance as a proposal the owner approves, without treasury-execute.

• Server: POST …/proposals ({ requestId }) proposes the strategy's legs, open for a day, as watch does (both now through proposals.create), recorded before and after. The platform's nothing_to_propose, too_many_proposals, not_proposable and request_conflict reach the page as codes; its text stays in the log.
• Page: Proposals offers Propose a rebalance once connected, to an account that may file proposals. It names the request ID; after a lost answer it finds the proposal by it (…/requests/:id) and never asks again. Nothing executes until it's approved.
• Tests: server unit (Organization, expiry, refusals, the lost answer found by requestId, malformed requests, not_owner, DAO roles); stack: a drifted strategy's proposal through the server and from the page, reviewed awaiting the owner's decision.
