test: cover required-checks comparison; flag 2051/2049 status

Summary

• scripts/ci/verify-required-checks.mjs: no test covers the required-checks comparison against .github/required-checks.json #2050: adds scripts/ci/verify-required-checks.test.mjs, a node:test suite covering verifyLocal, parseWorkflow/branchMatches, and diffRemote from scripts/ci/verify-required-checks.mjs — job name/context mismatches, missing workflow/job, continue-on-error, job-level if:, paths filters, branch-filter exclusion, undocumented/duplicate contexts, ambiguous contexts, and the remote diff helper.
• backend/src/plans/plans.controller.ts: request parsing and service delegation are untested #2051: investigated and found this is already fully covered by backend/src/plans/plans.controller.ts: no unit spec for the controller's request parsing and service delegation #2047 / PR test: add missing coverage for treasury pause guard and plans controller #2093, which added backend/src/plans/plans.controller.spec.ts covering request parsing and service delegation for every PlansController method. No gap found, so no duplicate spec added here — left a comment on the issue explaining this.
• contracts/myfans-lib/src/lib.rs: no test pins the require_authorized helper's rejection path #2049: investigated and found require_authorized does not exist anywhere in the tree (contracts/myfans-lib/src/lib.rs only defines MyFansError and a Result alias; consumers call Address::require_auth() directly). Left a comment on the issue flagging this rather than fabricating a new helper out of scope for a test-coverage issue.

Test plan

• Read scripts/ci/verify-required-checks.mjs and .github/required-checks.json to understand the comparison logic before writing the test
• New test file follows the node:test + node:assert/strict style used by sibling files (npm-audit-gate.test.mjs, audit-gates.test.mjs)
• node --test scripts/ci/verify-required-checks.test.mjs (not run in this environment; please run in CI)
