概要
api/dev.Dockerfileでgo install github.com/air-verse/air@latestを実行していたため、airの最新版がv1.67.4に上がったタイミングでrequires go >= 1.26.0エラーとなり、golang:1.25.5-alpineベースのapiイメージのビルド（E2E含む）が失敗するようになっていました（PR #1119 のE2E CIで検出）。go1.25系で動く最新版である
v1.67.1にバージョンを固定し、ビルドが通るようにしました。画面スクリーンショット等
