Fix ValueError crash when SBOM is empty

Currently process_engine_input raises a ValueError if there's no SBOM packages, causing a pipeline crash. (Tested by setting message.info.sbom.packages = [] at the end of cve_process_sbom()). We should handle this case gracefully instead.
