Links in DESCRIPTION.rst should point to a specific tag (from PyPI) #3164

We currently use the DESCRIPTION.rst for each subproject to generate the summary page for the package that ends up on PyPI. It includes a link back to a subdirectory of the source that looks like this:

https://github.com/NVIDIA/cuda-python/tree/main/cuda_bindings

Unfortunately, this breaks if we ever rename that directory (as we plan to do in #3147).

We should instead link to the exact tag that produced the wheel:

https://github.com/NVIDIA/cuda-python/tree/v13.4.4/cuda_bindings

as this link is much less likely to break in the future.

(Unfortunately, we can't fix this retroactively, but this will be useful going forward, especially following the 13->14 transition).
