Review comments at @python/cuvs/pyproject.toml:
- Line 23: Use the existing depends_on_cuda_python matrix when generating cuvs
wheel project metadata instead of applying the CUDA 13 cuda-bindings range
unconditionally; CUDA 12 wheels must declare cuda-bindings >=12.9.3,<13.0, while
CUDA 13 wheels retain >=13.0.2,<14.0.
- Line 109: Update the backend requirement for cuda-bindings to derive from the
existing depends_on_cuda_python CUDA-specific matrix, so CUDA 12 uses the
matrix’s compatible 12.x version range instead of the current 13.x range.

Generate CUDA-specific dependencies for cuvs wheels.
The wheel workflow builds a cuvs wheel for every CUDA_VER, including CUDA 12. Each build uses python/cuvs/pyproject.toml, which declares cuda-bindings>=13.0.2,<14.0 without a CUDA condition. Therefore, a CUDA 12 wheel can require CUDA 13 bindings and cannot be installed with the repository’s required CUDA 12 range, cuda-bindings>=12.9.3,<13.0.
Use the existing depends_on_cuda_python matrix when generating wheel project metadata. The CUDA 12 wheel must declare the CUDA 12 range, while the CUDA 13 wheel must retain the CUDA 13 range.

Make the backend requirement CUDA-version specific.
The CUDA 12 wheel build passes its generated constraints into the isolated build environment. The CUDA 12 dependency matrix requires cuda-bindings>=12.9.3,<13.0, while python/cuvs/pyproject.toml:109 requires cuda-bindings>=13.0.2,<14.0. The resolver cannot satisfy both requirements, so the CUDA 12 wheel build can fail before producing a wheel.
The runtime metadata correction does not update this separate backend requirement. Regenerate the backend requirements from the existing CUDA-specific depends_on_cuda_python matrix.

Oldest-dependency Python tests can select an older Python RMM package alongside a newer C++ librmm, causing an undefined
callback_memory_resourcesymbol during import. The existing CUDA bindings pins exclude the matching Python RMM package.Raise the CUDA 12 bindings minimum and oldest-test pin to 12.9.3, and the CUDA 13 equivalents to 13.0.2, matching RMM's requirements. Apply the same minimums in the conda recipes and regenerate the environments and Python package metadata.
