Refresh stale DOCUMENTATION_INDEX.md (still describes March 2026 vault-events branch) #589
Description
Problem
docs/DOCUMENTATION_INDEX.md is frozen at the vault-events-persistence feature (feat/vault-events-persistence, March 26 2026). Meanwhile ~40 new docs landed in October 2026 (LENDING, PROTECTION_FUND, RECURRING_WITHDRAWALS, MESSAGING_DELIVERY, WEBAUTHN, NOTIFICATION_PREFERENCES, QUEUE_HEALTH_METRICS, etc.) and many are not indexed. The file also claims QUICK_REFERENCE.md line counts and a 'Ready for Deployment' status for a branch that merged long ago.
Acceptance criteria
- Index covers every file in
docs/(or explicitly lists intentional exclusions) - Stale branch/status/line-count sections removed
- A CI link-check (already configured via
.markdown-link-check.json) runs on docs/PRs
